Common Interest Group for Transport in Ukraine Research Programme

The Common Interest Group for Transport in Ukraine (CIG4U) Research Programme provides analytical support for rebuilding and developing Ukraine’s transport networks over the long term.

The CIG4U Research Programme enables Ukraine to leverage ITF expertise and best practices in transport planning, assessment and delivery, as well as ITF’s in-house transport models covering all modes of transport. The project results include mode- and sector-specific reviews, recommended policy pathways and strategic infrastructure plans. The projects also build an important forum for expert discussion. 

The CIG4U and the Ukrainian government have identified and prioritised more than 20 long-term research projects. Four projects have been launched to date: the objectives of each are to identify the challenges and opportunities for specific transport subsectors in Ukraine. The four projects offer sustainable policy pathways for future development based on quantitative and qualitative policy analysis.  

Aviation Pathways 

This project identifies sustainable policy and infrastructure development pathways for the economic recovery of Ukraine’s domestic and international air transport sectors. A multifaceted approach to project prioritisation will be developed to address issues such as the restoration of civil aviation following a multi-year closure, strategies for incorporating eco-friendly technologies, improving infrastructure for sustainable fuels, and implementing regulatory incentives to reduce carbon emissions. 

Surface Freight Transport Pathways 

This project identifies sustainable policy pathways for the economic recovery of Ukraine’s road and rail freight sectors. The expected outputs are a report and prioritisation framework that address sectoral issues such as rebuilding and improving infrastructure, new and enhanced trade corridors to accommodate shifts in international trade flows, implementing policy reforms, reducing emissions from freight transport and encouraging sustainable transport modes and vehicles. 

Surface Passenger Transport Pathways 

Similar to the surface freight project, this project identifies sustainable policy and infrastructure development pathways for the economic recovery of Ukraine’s inter-city road and rail passenger transport sectors. The project methodology also includes a multifaceted approach to project prioritisation that addresses issues such as rebuilding and improving infrastructure, key road and rail corridors for domestic and international passenger transport connectivity, governance and operations, reducing emissions from inter-city travel, and encouraging sustainable transport mode and vehicle adoption. 

Waterborne Transport Pathways 

This project identifies sustainable and resilient policy and infrastructure development pathways for the economic recovery of Ukraine’s maritime shipping and inland waterway transport. In collaboration with Ukrainian stakeholders, a multifaceted approach to project prioritisation addresses sectoral issues such as rebuilding and enhancing port infrastructure, new maritime corridors for international shipping, implementing policy and governance reforms, operational measures to reduce emissions and improve resilience and encouraging the adoption of low-carbon technologies and fuels. 

The CIG4U Research Programme is funded by contributions from CIG4U members. New projects will be launched as additional funding becomes available.
