Ukraine: Transport Ministers hold Third High-level Dialogue in Kyiv

The third ITF High-level Dialogue on Transport for Ukraine with transport ministers and delegates from over 30 countries and international organisations took place on 29 November 2024 in Kyiv, Ukraine.
The Prime Minister of Ukraine Denys Shmyhal opened the one-day conference with Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine, and Secretary-General of the International Transport Forum (ITF) Young Tae Kim.
Ministers, high-level government officials and representatives of the European Commission, the World Bank, the European Investment Bank and other international organisations discussed further support for the recovery of Ukraine's transport infrastructure in two closed-door sessions.
The conference’s aim is to strengthen the framework for co-ordinated assistance for Ukraine created by ITF member governments in December 2023 as part of the “Common Interest Group for Transport in Ukraine”, or CIG4U.
The event is co-organised by the ITF Secretariat in the context of its series of High-level Dialogues. These are fora to debate transport-related issues of interest on specific topics or in specific world regions. The first High-level Dialogue for Ukraine was held in March 2023 in Poland.
ITF Secretary-General Young Tae Kim said:
"Across Ukraine, communities are in dire need of connectivity. Roads are impassable, railways are damaged, airspace is closed, and port activity is impaired. These are not just logistical challenges; they are crises that affect people’s daily lives and livelihoods.
While we address these pressing needs, we must also look ahead. The future of Ukraine’s transport infrastructure is not just about restoring what has been lost, but about building a more resilient, sustainable, and innovative system.
The people of Ukraine are looking to us for tangible results - not just promises. Mechanisms that address their immediate needs must be operational and delivered without delay.
The CIG4U Secretariat stands ready to support and engage fully with this work.”
The third ITF High-level Dialogue for Transport in Ukraine included study visits to Antonov Airport, the Cemetery of Destroyed Cars, and a visit and inspection of the remains of the destroyed Romaniv bridge over the Irpin river.
