MaaS moves Brussels: Interregional, Interoperable and Intermodal
MaaS gives users access to different mobility services through the same digital interface. It simplifies planning and booking trips that use different transport modes. The ease of use can encourage motorists to choose more efficient and sustainable ways to travel. Integrating existing transport offers to create a MaaS ecosystem challenges public administrations to develop innovative mobility and data governance structures. Typically, metropolitan areas span across administrative boundaries. In the Brussels Capital region, nearly half of employees are commuters from the neighbouring provinces of Flanders and Wallonia, while 16% of employed residents of the Brussels Capital Region work outside of it. Creating an efficient MaaS ecosystem thus requires aligning regulatory approaches between jurisdictions and establishing effective co-operation mechanisms.
In its first phase, the project will map the desired MaaS ecosystem. For this, it will build on the 2021 project “Developing Innovative Mobility Solutions in the Brussels-Capital Region” (see link below). Then, it will identify the core competencies needed, the entities that hold them and any institutional barriers to creating and sustaining a MaaS ecosystem in and around the Belgian capital. In its second phase, the project will analyse MaaS governance systems in the European Union. Among other inputs, two case studies will benchmark different interregional co-operation frameworks in the fields of mobility and data sharing. Findings from the case studies will help refine the governance recommendations defined in the initial phase.
This project is funded by the European Union via the Technical Support Instrument and in cooperation with the European Commission’s Directorate-General for Structural Reform Support (DG REFORM). It is implemented by the International Transport Forum in collaboration with Brussels Mobility.
