How Governments Can Bring Low-Emission Trucks to Our Roads – and Fast
13 December 2023
- Now or never. Given the urgency of the climate crisis, governments cannot let technological uncertainty be a barrier to action.
- Assess the likelihood. Governments need to carefully assess the likelihoods with which different technologies will deliver effective climate action. They must promote the most likely technologies, even with uncertainty.
- Bet on batteries. Battery-electric vehicles currently have the highest likelihood of successfully decarbonising road transport.
Perspectivas del Transporte del ITF 2023
10 December 2023
Using Safety Performance Indicators to Improve Road Safety: The case of Korea
10 December 2023
- Set safety targets. Ambitious road safety targets and concrete measures help to reduce the number of road fatalities and injuries quickly. Including meaningful performance indicators in road safety strategies is crucial to success.
- Prioritise vulnerable people. Pedestrians, cyclists and the elderly are most vulnerable in road traffic. Prioritise their safety by using road safety performance indicators to pave the way for more inclusive, protective road environments and reduce the risk of road traffic causing tragedies.
- Create a feedback loop. The insights gained from safety performance indicators must feed directly into improving road safety strategies. Creating a continuous feedback loop will make the strategies responsive to changes, measures more impactful and road traffic safer.
Shifting the Focus: Smaller Electric Vehicles for Sustainable Cities
26 September 2023
- Shift the focus of policies that promote electric vehicles to end the dependency on large, under-used vehicles.
- Help make smaller electric vehicles an attractive choice for citizens.
- Ensure the transition to smaller electric vehicles goes in hand with adequate safety provisions.
- Fast-track the electrification of shared mobility services in complement with public transport.
- Ensure the availability of enough charging points to make electric mobility attractive.

- Reform vehicle taxation to capture external costs of new vehicle fleets
Shaping Post-Covid Mobility in Cities
27 February 2023
- Replace “predict and provide” transport planning with a “decide and provide” approach.
- Use Covid-19 recovery to improve the physical and virtual accessibility of services and opportunities.
- Accelerate the reallocation of city space from cars to people.
- Decentralise and diversify transport services to cater for varying travel purposes and users.
- Empower local authorities with adequate funds and decision-making power to address post-pandemic transport challenges.

Zero Road Deaths and Serious Injuries: Leading a Paradigm Shift in Road Safety
2 October 2016
Zero Road Deaths and Serious Injuries
1 October 2016
- Think safe roads, not safer roads.
- Provide strong, sustained leadership for the paradigm shift to a Safe System.
- Foster a sense of urgency to drive change.
- Underpin aspirational goals with concrete operational targets.
- Establish shared responsibility for road safety.
- Apply a results-focussed way of working among road safety stakeholders.
- Leverage all parts of a Safe System for greater overall effect and so that if one part fails the other parts will still prevent serious harm.
- Use a Safe System to make city traffic safe for vulnerable road users.
- Build Safe System capacity in low and middle-income countries to improve road safety in rapidly motorising parts of the world.
- Support data collection, analysis and research on road traffic as a Safe System.

Establishing Mexico’s Regulatory Agency for Rail Transport
29 February 2016
- Any reform of the rail concessioning system must preserve the current high level of performance.
- Accept price discrimination to ensure efficiency, with the regulatory agency to adjudicate what prices are reasonable.
- Focus regulation on cases where effective competition does not already exist.
- Collect adequate financial and operating data on the rail companies as the basis for effective regulatory decisions.
- Consider cutting the cost of regulation by including an arbitration mechanism in any further regulatory reform.
- Consider inter-switching rules in any further regulatory reform.
- Interchange traffic rights should not be expected to be used for shippers to specify routes.
- Resource the new regulator with sufficient expertise to convince the courts that its decisions are sound.
