Funding Public Transport Working Group

Well-funded public transport services that provide easy access for all citizens to the opportunities they seek are essential to decarbonising transport, making our cities more liveable, and connecting people living in rural areas. This Working Group aims to help governments find ways to fund public transport so it can play its essential role in delivering sustainable and equitable mobility.

The project seeks to identify new and under-exploited revenue sources, clarify principles and processes for optimal fare-setting and address the appropriate allocation of funding responsibilities across levels of government. It also addresses the ongoing impact of the Covid-19 pandemic on public transport systems. It aims to pinpoint best practices and promising initiatives by reviewing and comparing existing and proposed funding models for public transport. It will also explore links between funding models and the design of public transport systems. The Working Group brings together over 35 experts from 20 nations.

Funding comes through the ITF’s 2022-23 Programme of Work. A report summarising the conclusions of the Working Group was published in 2024.
